PROJECT Stage (FEED)
The PROJECT Stage in the Russian sense is an extended Basic Design that contains the necessary elaboration of the Project sections to a level sufficient for passing the State Examination of the Project in the case of construction of new capital construction facilities.

In Russia, the structure of sections of project documentation for capital construction projects for industrial and non-industrial purposes and the requirements for the content of these sections are defined in:
Resolution of the Government of the Russian Federation of 16.02.2008 No.87 "On the composition of sections of project documentation and requirements for their content"
In the practice of foreign design, the term FEED - Front End Engineering Design is used. It involves working out the project to the level of determining the list of critical equipment, collecting loads on foundations, detailed calculation of capital costs, and others.
According to the "Urban Planning Code of the Russian Federation" from 29.12.2004 No. 190-FZ, design work must be performed by persons who are members of professional associations - Self-Regulating Organizations (SRO).
